Course Description

This course offers a comprehensive introduction to Public Finance, focusing on the government’s economic roles in modern economies. It explores why governments intervene in markets, how they allocate and distribute public resources, and the design and impact of fiscal policy. Students will study key concepts such as market failure, public goods, externalities, and the principles of efficiency and equity. The course examines the three core government functions—allocation, distribution, and stabilization—through public expenditure in sectors like health, education, and infrastructure, alongside tools like cost-benefit analysis and fiscal sustainability. It also covers tax theory and policy, including the structure and effects of different tax types, tax fairness, efficiency, and challenges in reforming tax systems in a globalized context. Finally, students will analyze how fiscal tools address major policy issues such as inequality, climate change, and public debt, gaining practical skills to assess public finance policies at both national and international levels.
